Minutes of the Extraordinary Meeting of Bulwick Parish Council held on Thursday 13th June 2024 at 7.00 pm in the Bulwick Local Centre.

There were no Declarations of Interest or changes to the Members Register of Interests.

24/06/003. Approve and sign the minutes of the Annual Bulwick Parish Council Meeting Held 23rd May 2024

It was RESOLVED that the minutes be signed as a correct record.

24/06/004. Matters arising from the minutes, not listed on Agenda

004.1. Bulwick Village Emergency & Flood Plan: Cllr Lashmar informed the meeting that

Cllr Lashmar updated the meeting attendees on the progress so far. Meeting has been held with Kingscliff representative and contact with Apethrope representative with a view for a cohesive multi village plan for the future.

A reminder that feedback is required on the risk assessment, resources and flood warden volunteers.

Agreement to add the request to facebook and whatsapp.

24/06/005. Meeting Open to the Public

A resident of the village highlighted the issue of drains being full both on Main street and Southwick road. The Councillors requested that the item be raised on fixmystreet. Northants Highways should then arranged the emptying of the drains.

24/06/006 Highway & Village Matters

006.1 Solar Panel Speed Sign: Cllr Martin (Chair) advised the meeting that the Solar Speed Sign was under order and expected to be delivered Mid July. Timing is due to lead times for manufacture and delivery.

New posts for Speed Signs and update to S50 licence: Cllr Martin (Chair) advised the meeting that a quote for the 3 new posts for speed signs is in hand and awaiting highways response. The S50 Licence update had also been applied for. Timing for the posts to be confirmed as soon as known. Cllr Martin (Chair) has been chasing for a response but non received today

006.2 Free Dog Pooh Bags: Cllr Sanderson volunteered to place free Dog Pooh Bags near to the right of way by Christmas Cottage to see if this improved the issue of Dog waste being left on the right of way and report back to next meeting.

006.3 Defibrillator Pads. Cllr Sanderson informed the meeting that the Defibrillator pads are covered under the maintenance contract and that an order had been placed for spare Defibrillator pads which Cllr Sanderson will store until needed. The pads need to be changed after every use and / or at the 5 year mark - Closed

24/06/007. Appointment of New Clerk

Cllr Martin (Chair) proposed Helen Keech be appointed to the position of Clerk following the resignation of Ann Disney. The Councillors resolved that Helen Keech be contracted in accordance with the advertised rate with start date of the 15th June 2024. A handover of all Parish Council documents both electronic and paper to take place on 17th and 19th June.

From the 20th June 2024 Ann Disney will cease to undertake any duties on behalf of the Parish Council.
